Yes. Windsurf takes the server block in ~/.codeium/windsurf/mcp_config.json; Codex CLI takes an [mcp_servers.heidi] entry in ~/.codex/config.toml. Same endpoint, same token, same scopes.
Heidi's MCP surface is standard streamable HTTP, so any compliant client connects the same way: URL plus bearer.
