Heidi Control is the admin surface: integrations, agent limits and trust, API tokens in the Developer Portal, discovery and trust controls for agent-to-agent, and visibility into what is running and pending.
It is where the owner's authority lives: the ceilings agents cannot cross, the tokens and their scopes, which external agents may call in, and what is scheduled to run.
Control is designed around the same principle as the rest of Heidi: power with evidence, everything visible, nothing silent.
